Busted in Lewisboro: Illegal Dumping Operation Uncovered in “Clean Topsoil” Scam

LEWISBORO, NY – What looked like a quiet rural property in Westchester County turned out to be the center of a massive illegal dumping operation, authorities say. On April 10, Environmental Conservation Officers (ECOs) Franz and Schuck teamed up with the Westchester County Waste Commission to crack down on what they described as an unauthorized solid waste management facility operating in plain sight.
Acting on a tip, the officers arrived at the property and quickly observed a dump truck being loaded with what was claimed to be topsoil. But a closer look revealed the shocking truth — the “topsoil” was actually a dangerous blend of soil, asphalt, cement, plastic, lumber, and even broken glass. In total, they found approximately 30,000 cubic yards of illegal fill spread across the site.
Heavy machinery including a commercial soil screener and two large excavators suggested a full-scale operation. According to investigators, the property owner had been hauling in construction and demolition debris from sites in Connecticut, using the equipment to disguise the material, and then selling it as “clean topsoil from a farm.”
“This wasn’t just a case of careless dumping,” one officer said. “This was a coordinated and deceptive scheme.”
The trucking company involved was cited for waste transporter violations, while the property owner faces charges for unlawful disposal of solid waste and operating an unlicensed solid waste facility. Officers also provided guidance on how to begin the lengthy process of becoming compliant with state environmental regulations.
Authorities say this bust sends a strong message: if you dump dirty, you will get caught.
